The rules that matter here
Personal data
- PIB (Government of India, November 17, 2025): the Digital Personal Data Protection Rules, 2025 were notified on November 14, 2025 to operationalize the DPDP Act 2023 (enacted August 11, 2023). The Rules provide an 18-month period for phased compliance.[1] Note: Some secondary sources give November 13; the PIB document says November 14.
- PIB: under the Rules every Data Fiduciary must issue a separate, clear consent notice explaining the specific purpose for which personal data is collected and used; Consent Managers must be companies based in India; breaches must be notified to affected individuals without delay.[1]
Billing across borders
- IGST Act 2017 section 2(6) defines 'export of services' by several tests, including a supplier located in India, a recipient located outside India and a place of supply outside India, and a payment condition whose wording has been amended since the page we read. Section 16 treats exports of services as zero-rated supplies, with the option to supply under bond or Letter of Undertaking without paying IGST, or to pay IGST and claim a refund.[2] Note: The CBIC page we retrieved may be an older consolidation; its payment-condition wording was left out because it has been amended. Confirm the current text on CBIC or with a chartered accountant.

What about TRAI and DND rules for SMS and calls?
They apply to commercial SMS and calls in India. We have not published their detail because we could not confirm it from the regulation text; we will cover it during scoping.
