Singapore

Singapore: a DNC Registry check, or consent you can prove.

Before a specified message goes to a Singapore telephone number, the PDPC says the sender checks the Do Not Call Registry, unless the person gave clear and unambiguous consent in evidential form or an exemption applies. The guideline is from May 8, 2015, and the page flags what may have changed.

The rules that matter here

Marketing email, texts and calls

  • The PDPC says an organization must check the Do Not Call (DNC) Registry before sending a specified message to a Singapore telephone number, unless the user or subscriber has given clear and unambiguous consent in evidential form, or the organization is exempted under the Personal Data Protection (Exemption from Section 43) Order.[1] Note: PDPC advisory guideline dated May 8, 2015; the PDPC may have updated its guidance since, so confirm on pdpc.gov.sg.

Personal data

  • The PDPC's advisory guideline describes two sets of PDPA obligations that bear on marketing: the Data Protection Provisions (consent for collection, use and disclosure) and the Do Not Call Provisions.[1] Note: Dated May 8, 2015.

Billing across borders

  • IRAS reverse charge FAQ (version October 23, 2019): a GST-registered business that imports services and makes only taxable supplies, and so is entitled to full input tax credit, is not affected by the reverse charge. Businesses that make exempt supplies may be required to account for GST on imported services.[2] Note: 2019 FAQ; IRAS rules and GST rates have changed since. Check iras.gov.sg or an adviser.

Time zone and language

Singapore Time, 2.5 hours ahead of India: 10 a.m. for our team is 12:30 p.m. there, so the two business days overlap well. Languages: English, Mandarin Chinese, Malay, Tamil. Our own context, not a sourced rule.

What buyers here ask

Do I have to check the DNC Registry before messaging leads?

Before sending a specified message to a Singapore number, yes, unless you hold clear and unambiguous consent in evidential form or an exemption applies. Check the current PDPC guidance for what counts as a specified message.

Does it replace my receptionist?

Today it answers web chat, books into your calendar, and hands over to a person for anything outside its script. The phone side is not built yet, so it does not replace anyone on the phone. Whether to keep a receptionist is your decision.

Is my customer data safe with a vendor in India?

We cannot make a legal claim here. We will describe the data flow in writing. We do not have a processing agreement on file; a person will confirm whether we can sign one, and on what terms. Take advice on PDPA obligations.

Do I need to account for GST on your invoice?

IRAS's 2019 FAQ says a business making only taxable supplies with full input tax credit is not affected by the reverse charge. Others may be. Confirm with your accountant.
